Project Overview

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) procurement prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The U.S. Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet. This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Blueforge Alliance, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat, and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  • Develop a national strategic functional dry dock plan across public and private shipyards.

  • Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.

  • Generate and implement strategies to accelerate current shipbuilding facility expansion.

  • Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.

  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.

Job Summary

The Project Controls Manager reports to the Project Manager and works as a central resource supporting all work. The Project Controls Manager is responsible for the effective execution of Project Controls programs on this major project in accordance with Bechtel Group, Inc., and applicable NS&E GBU Project Controls Procedures.

This position will be full-time telework and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.

Major Responsibilities

  • Responsible for effective execution of the Project Controls program in accordance with Bechtel Group, Inc. and applicable GBU Project Controls Department Procedures.

  • Responsible for confirming maturity of information products used to construct the performance management baseline, formalizing the baseline, and controlling to the baseline.

  • Reviews and approves project financial calculations and reporting.

  • Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements. Coordinates development of information in support of negotiations.

  • Prepares, coordinates, and directs Project Controls presentations to Bechtel and client management.

  • Participates in the development and training of assigned personnel and the implementation of on-the-job and classroom training programs.

  • Conducts personnel performance reviews and career counseling.

  • Interviews candidates for employment and makes recommendations for employment decisions.

  • Directs project control activities.

  • Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.

  • Provides structured leadership and guidance for the overall execution of Project Execution Risk Management (PERM) activities.

  • Provides project leaders and relevant stakeholders with risk awareness support and guidance as necessary.

  • Develops and maintains project Risk Management Plan (RMP), metrics, and reports. Develops and reviews risk breakdown structures, risk libraries, and risk identification tools and frameworks in support of project needs.

  • Provides leadership in terms of integrating the risk management process with other key project procedures (e.g. Change Management, Forecasting, Cost, Trends, and Claims and support corporate, GBU, and functional stakeholders in managing enterprise level PERM activities as required.

  • Provides leadership and guidance for the analysis of specially assigned risk initiatives or work planning requiring detailed risk development, assessment, and response planning efforts.

Education and Experience Requirements

  • Bachelor’s degree and 13 - 15 years of experience, or 17 - 19 years of relevant work experience.

  • This role requires a facility-specific clearance that requires U.S. Citizenship.

  • Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.

  • Must be able to obtain a site security badge for access to the worksites.

Required Knowledge and Skills

  • Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning and scheduling functions, including schedule development, control, and analysis, in the field and the home office.

  • Experience and demonstrated skill in establishing criteria for Project Controls activities.

  • Demonstrated skill in management, supervisory, and personnel administrative functions.

  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management and to the client.

  • Demonstrated skill in identifying, analyzing, and solving problems.

  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes.

  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

  • Knowledge of current industry and technical developments.

  • Proficiency in using PC operating systems and several basic software Microsoft Office applications such as Excel, Word, and PowerPoint.

  • Demonstrated ability to work with people of varied backgrounds and objectives.

Preferred Qualifications

  • Previous Bechtel and/or DOD, DOE, or nuclear project experience.

  • Proven track record of successful project controls delivery across scheduling, cost engineering, cost estimating and risk management and full exposure to project business case scrutiny processes and project controls practices.

  • Experienced in implementing change management systems that compliment contractual arrangements.

  • Experienced in the application of BI Analytics to deliver management information across a program.

  • Proficiency in using multiple discipline specific applications (Ecosys, Cobra, Compass, Primavera, Acumen Fuse, Power BI, etc.) currently in use by Bechtel.

  • Experienced in the use of the various PERM tools and methods including use of Active Risk Manager (ARM) software, @RISK, and Primavera Risk Analysis (PRA) and/or Acumen Risk and including risk statement drafting, preparation of treatment plans, and providing written risk analysis and reports for Senior Management levels.
