Fuels Assistant Terminal Manager (Assistant Site Manager) Al Udeid, Qatar

The Assistant Terminal Manager ensures on-site management of Performance Work Statement (PWS) requirements. R esponsible for all bulk fuel storage & distribution operations and maintenance of all associated fuels operational facilities and equipment at Al Udeid AB, Qatar. The ATM shall have significant, specialized commercial or military experience in fuel terminal operations and facilities maintenance performing and supervising tasks equivalent to an AF Fuels Management seven skill level (2F071) or nine-skill level (2F091) Provide expert technical advice relating to petroleum storage and distribution systems; conduct inspections; responsible for preventive and corrective maintenance on all fuel facilities and equipment. Develop and maintain operational, safety and environmental procedures. Plans, organizes, and directs fuel operations to support current and projected workload estimates.

Minimum Job Requirements: The management, operation, and maintenance of:

· Bulk aviation and ground fuel storage and distribution systems/facilities

· Service station facilities (manual/automated)

· The management, handling, and disposition of used oil and/or recyclable jet fuel products

· The quality surveillance of aviation and ground fuel products and support applicable to the contracted activity

· Aviation and ground fuel inventory and administrative principles and practices

· Fuel system maintenance and the administration and oversight of automated Preventive Maintenance systems and programs

· Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of fuel storage and distribution systems, and the ability to read and understand basic drawings, blueprints, and system specifications.

· Must be familiar with Fuels Manager computer program.

· Shall have the education, training, background/experience, and skills required and necessary to make fiscal and management decisions, direct personnel, and work with individuals at all levels of corporate management and the military responsible for the contract.

Minimum Qualifications:

· Prior military required. Rank: Equivalent to E-8 and up.

· A minimum of ten (10) years of specialized experience in U.S. military fuels operations, facilities and maintenance . (3E4X1 or 2F0X1)

· This experience shall include receiving, storing, issuing, and shipping petroleum products via tank truck, and pipeline, on U.S. military installations.

· Experience shall also include maintenance and repair of U.S. military aviation and ground fuel facilities, systems, and equipment.

· Must have a thorough knowledge of DoD Manual 4140.25m, U.S. Unified Facilities Code 3-460-03, U.S. OSHA Standards, Foreign Governing Standards for environmental compliance, and other related U.S. Federal, DoD and military publications related to performing fuels operations on U.S. military installations.

· Must have a working knowledge of procedures for recording and processing U. S. military fuels inventory transactions including receipts, shipments, sales/credits, physical inventories using Defense Logistics Agency BSM/E automated systems.

· A minimum of four (4) years of supervisory experience gained within the previous five years just prior to the hire date .

· Of these four years, three years of experience shall be specialized supervisory experience in U.S. military fueling operations and facility maintenance as described in the previous paragraph conducted on U.S. military installations.

· Must be able to successfully complete a U.S. National Agency Criminal Investigation and other investigative measures to gain access to U.S. military installations and be eligible to obtain and retain a DoD Common Access Card throughout the length of employment. Must complete pre-employment process to include drug screening. Must be able to perform temporary assigned duties, or attend training in the U.S.A. or other overseas locations on short notice and as needed.
